His Headliners are mostly fodder and those who aren’t joined the crew out of fear. The 3 Calamities manage their regions, which is to say they just take the money and resources from there. The only one that seems to do anything is Queen, who looks to be in charge of the prison labor camps and factory production given the mechanical arm fiddling with the gear.
